Most settlement occurs in the St. John's census metropolitan area, where English-language assessment wait times average 14 weeks for school-age children. The Department of Education reports that only 17 teachers possess documented proficiency above ACTFL Intermediate-High in any target Asian language. School districts in Labrador City and Happy Valley-Goose Bay face additional constraints from seasonal air travel schedules and limited substitute pools during winter months. Newcomer students there frequently transition between two or three schools within a single academic year due to parental employment in mining or offshore supply logistics. This funding stream covers registration at accredited intensive programs in Singapore, Thailand or Japan, with a requirement that participants complete a minimum 240 instructional hours. Recipients must be currently employed by a Newfoundland and Labrador English School District or Conseil scolaire francophone and agree to provide 60 documented hours of language support to newcomer students within the following school year. The award includes CDN $5,800 for tuition and travel plus a CDN $2,100 allowance for substitute release during peak operational periods. Proposals must include verification from the district's newcomer support coordinator confirming that the applicant will be assigned to at least one school with 15 or more Asian-language-background students.
