Newfoundland and Labrador's coastal communities face acute gaps in public green space infrastructure, with 65 percent of towns having populations under 2,000 and no dedicated horticultural facilities. Ferry-dependent settlements on the Labrador coast and isolated outports on the island report zero community gardening sites meeting therapeutic standards.
Transportation limitations, including seasonal road closures and high fuel costs, restrict delivery of soil amendments and plant stock. Workforce composition in these areas skews toward fishing and resource extraction, with limited overlap in horticultural or therapeutic training. Broadband coverage remains patchy outside St. John's, complicating coordination of multi-site programs.
Readiness assessments must demonstrate existing community-led greening groups with proven winter storage capacity for plants and tools. Proposals require letters of support from municipal governments confirming land access and winter maintenance commitments. Equipment budgets must account for salt-tolerant species and wind-resistant structures suited to Atlantic conditions.
Unlike mainland Maritime provinces, Newfoundland and Labrador applications must quantify coastal microclimate adaptations and ferry logistics for material transport.
