The program funds campaigns that document fisheries policy effects on inshore fleets using distinct formats matched to these settlement patterns.

Population density drops from 1,400 residents per square kilometre in the capital to under 2 residents per square kilometre in many outports. This split drives the requirement that applicants allocate at least 55 percent of production resources to Labrador and northeast coast locations.

Eligibility documentation includes vessel registration lists from Fisheries and Oceans Canada and recent landing data from the Fish, Food and Allied Workers union. Proposals must show prior collaboration with at least one rural fish harvester committee.

Production schedules account for seasonal closures, with radio segments recorded during the brief inshore fishing windows of June through October. Print runs are timed to coincide with annual fisheries management plan releases.
