Infrastructure constraints include limited broadband in Labrador and seasonal ferry access that delays equipment shipments by six to eight weeks. These factors restrict the number of schools able to sustain year-round community-based research partnerships with the fishing industry.

The marine conservation education program counters these gaps by training existing teachers through modular online modules developed in partnership with Memorial University’s Marine Institute. The program also supplies standardized sampling kits designed for transport on existing commercial fishing vessels rather than dedicated research ships.

Unlike applications from neighboring provinces, Newfoundland and Labrador requires documented agreements with local fish harvester associations before funding release, ensuring that citizen-science protocols align with seasonal fishing closures and vessel availability.
